This page is divided in two main sections, one in English, to open the discussion to the wider Wikimedia community, and another in Portuguese (Português), for those who lack enough command of the English language to participate in the broader discussion. === Dialect or accent? ===

All of the above no referenced or poorly referenced Portuguese "dialects" gave me reason to pause. In my memory, going back some fifty years, there is no recollection of such potpourri of dialects. All I could find there were [[wikipedia:en:Accent (linguistics)|accents]], [[wikt:regionalism|regionalism]]s and the [[wikipedia:en:Mirandese language|Mirandese dialect]]. All these seemed to have suffered from a recent "upgrade." Given the expertise of the average wikipedian on every subject on the surface of the Earth, not counting their most refined qualities, and such a lack of evidence, it all started sounding like baloney. No matter how thin some people were trying to slice the Portuguese language, it was all baloney. A lot of phony baloney.

I have absolutely no expertise in linguistics, but being [http://toolserver.org/~vvv/sulutil.php?user=Vapmachado blocked on three other projects] (full disclosure) entitles me to give my version of the story as much as anybody else. One parenthesis to give my warmest thanks to my good friends who have been so diligent in displaying public information about me, while at the same time showing such false modesty about my meager efforts to do the same about the almighty powerful. A true delight. But I digress, as usual. Let's get to the story as told by yours truly.

Modern Portuguese spans a period from the 16th century to the present day. Its beginning is marked by the publication of the Cancioneiro Geral by Garcia de Resende, in '''1516.''' "The land now called Brazil [...], was claimed by Portugal in April '''1500''', on the arrival of the Portuguese fleet commanded by Pedro Álvares Cabral. The Portuguese encountered stone age natives divided into several tribes, most of whom shared the same Tupi-Guarani linguistic family, and fought among themselves. Colonization was effectively begun in '''1534''' [...]" Therefore, in '''1516''' and for sometime thereafter, there was no Brazilian Portuguese dialect(s), accents or regionalisms of any kind.

The Academia das Ciências de Lisboa, Classe de Letras (Portugal) "was created by the queen Maria I of Portugal, on December 24, '''1779''', during the Age of Enlightenment." Sometime along the way (citation needed for the date), it became the Portuguese language regulator. On September 7, '''1822''', almost 43 years later, Brazil declared its independence from Portugal, and almost 120 years, after queen Maria I of Portugal, "the first president, Machado de Assis, declared [the] foundation [of the Academia Brasileira de Letras (Brazil)] on December 15, '''1896'''. Sometime along the way (citation needed for the date), it became the Portuguese language regulator, in Brazil only. On all other Portuguese territories under Portuguese administration, from Minho to Timor, the Portuguese language regulator was the Academia das Ciências de Lisboa, Classe de Letras (Portugal).

It is assumed that since who knows when, people from different regions and territories under Portuguese administration, and Brazil, had different accents and used regionalisms. Even today, in the Azores, it is known that people from each of the nine islands have different accents and use regionalisms. The same is true between different locations on the same island.

One hundred years ago ('''1910'''), next October 5, Portugal became a Republic. Among the many changes introduced by the Republic, one of them was the Orthographic Reform of '''1911'''. In '''1915''', the Academia Brasileira de Letras accepted a proposal making the Portuguese orthography of '''1911''', official in Brazil too. Four years later, in '''1919''', the same academy reneged on the proposal and abolish the 1915 resolution.

On August 10, '''1945''', Brazil ([http://www2.camara.gov.br/legin/fed/declei/1940-1949/decreto-lei-8286-5-dezembro-1945-416343-publicacao-1-pe.html Decree-law 8,286, of Dec. 05, 1945]) and Portugal (Decree 35,228, of Dec. 12, 1945) signed the "Luso-Brazilian Orthographic Convention of 1945." Orthography would be the same in both countries. Ten years later, once more, Brazil reneged the agreement ([http://www2.camara.gov.br/legin/fed/lei/1950-1959/lei-2623-21-outubro-1955-361163-publicacao-1-pl.html Decree-law 2,623, of Oct. 21, 1955]).

Portugal is now a country with a population of some 10 million. Brazil has twenty times more people (about 200 million) and growing, an immense territory (more then 90 times larger than Portugal), untold natural resources, and is one of the ten largest economies in the world. Using a post-colonial language may sound unflattering, and make a lot of people uncomfortable and unhappy. It's only natural that there will be some desired to be "the" country where Portuguese is spoken, while everybody else speaks a dialect. Some Americans and British will recognized the problem. History can be revised and rewritten, but it may take a long time or the task might never be finished. I don't think I'll be around to find out.

In 2001, the Dicionário da língua portuguesa contemporânea of the Academia das Ciências de Lisboa was published. Its publication was preceded and followed by many criticisms and controversies. It sets the orthography and phonetic standards of contemporary Portuguese language as written and spoken in Portugal. It includes words used in Brazil, African and Asian countries that have Portuguese as their official language.

Since then a much greater controversy has been born out of the Orthographic Agreement of 1990. There's even been some awkward attempts to shove it down the throat of the Portuguese, like the one on the Portuguese Wikipedia, led by a 45 year old sysop with an undergraduate degree in History and a master in Public Relations and Business Communication. In comparison, I have much better qualifications on the subject: I have been speaking and writing Portuguese for 15 years more than him. (Full disclosure: He was a member of the [http://pt.wikipedia.org/wiki/Wikipedia:Conselho_de_arbitragem/Casos/2009-09-01_Virg%C3%ADlio_A._P._Machado#Decis.C3.A3o_final Arbitration Committee] whose decision set the stage for my greatest admirer to have an excuse to ban me from the Portuguese Wikipedia for infinity. He was also instrumental in condoning the sordid entrapment that led to my first ever block, requested by a user suffering from emotional instability, while I was trying to do some work for the utmost benefit of the Portuguese Wikipedia.)

All the bets are off on how this imbroglio will end. One thing is certain, in the school year of 2010 / 11, nobody is teaching the children in the schools of Angola, Mozambique and Portugal to write or talk using a standard different from the one published by the Academia das Ciências de Lisboa in the Dicionário da língua portuguesa contemporânea.

Dialects or accents? The question remains unanswered. So, I did what most people do: I searched Google. The results are shown in Table 1, below. The first column starts with all the far fetched, no referenced or poorly referenced Portuguese "dialects", that you'll find above in the English Wikipedia articles. A list of my own follows, based on my recollections and familiar names of regions, major cities in those and other regions. Both list include the regions where my ancestors and parents came from, my father's home town, school mates in Portugal and Mozambique, and my own birthplace and hometown. Last, but not least, it lists Brazilian, with which only the rare Portuguese might be unfamiliar. The next three columns list the number of occurences for searches made for "Sotaque …", "Dialecto …" (as it is written in Portugal), and "Dialeto …" (Brazil), with the ellipses (three dots) replaced by the word(s) on the first column. There are such striking differences in the results obtained, that I'm going to let you all comment them yourselves. I'll be glad to join any engaging and reasonably polite dialog.

### A demagogia no seu melhor. Seria, portanto, aceitável redigir qualquer artigo em: 1) português antigo ou arcaico; 2) português moderno anterior à Reforma Ortográfica de 1911; 3) posterior à Reforma Ortográfica de 1911, mas anterior à Convenção Ortográfica de 1945; 4) posterior à Convenção Ortográfica de 1945, mas anterior às alterações introduzidas em 1973. Tudo '''FALSO''', como se pode ver acima, em [[wikipedia:pt:Wikipedia:Versões da língua portuguesa#Ortografia|Ortografia]] e com a excepção dos [[wikipedia:pt:Wikipedia:Versões da língua portuguesa#Títulos de artigos|títulos dos artigos]] que «devem cumprir as regras do Acordo Ortográfico de 1990».
## «nos que têm uma forte ligação a um dado país lusófono é permitida a alteração de grafia para a variante da língua em uso nesse país.»
### De onde parece poder deduzir-se que de um país lusófono para outro as alterações são só de grafia. Na mesma página, como se verá mais adiante, na secção sobre [[wikipedia:pt:Wikipedia:Versões da língua portuguesa#Principais diferenças|principais diferenças]] são referidas: 1) variações na escrita de certas palavras; 2) numerais; 3) nacionalidades e lugares; 4) acentuação variável; 5) siglas; 6) uso do trema; 7) variações de léxico; 8) significados diferentes; 9) datas; e as preferências 10) gerúndio vs infinitivo; e 11) colocação pronominal. «Alteração de grafia» inclui alterações destes onze tipos? Ou é permitida a alteração da redacção, ou seja, da forma como o artigo é escrito, na totalidade? A quem interessam e convêem este tipo de ambiguidades?
## Exemplos: em português angolano, brasileiro, cabo-verdiano, guineense, moçambicano, europeu, são-tomense e timorense.
### Lista «atraiçoada» pela ordem alfabética: português de Angola, Brasil, Cabo Verde, Guiné-Bissau. Moçambique, Portugal, São Tomé e Príncipe e Timor Leste.
### Aqui ainda (ou já) não se fala do «português da Guiné Equatorial» e de Macau.
### É [[:wikipedia:pt:wikt:cabo-verdiano|cabo-verdiano]] ou [[:wikipedia:pt:wikt:caboverdiano|caboverdiano]]? [[:wikipedia:pt:wikt:são-tomense|São-tomense]] ou [[:wikipedia:pt:wikt:santomense|santomense]]? Português de Cabo Verde e de São Tomé e Príncipe, não tem nenhuma destas «dificuldades».
## Exemplos para o «português europeu»: Sismo de Lisboa de 1755, Luís de Camões, Açores, União Europeia, Aníbal Cavaco Silva e Portugal Telecom.
### Em português de Portugal é: Terramoto de 1755 (que, como é sabido, não afectou só Lisboa), Camões, Açores, União Europeia, Cavaco Silva e PT. Acertar num terço, não é mau, mas nem nos «artigos com forte afinidade a [um certo país lusófono]» é permitido que os que falam essa «espécie» de português se revejam nos títulos dos artigos. Isto para não falar nos artigos sobre o [[wikipedia:pt:Ato Único Europeu|Ato Único Europeu]] ou a [[wikipedia:pt:Direção-Geral de Segurança|Direção-Geral de Segurança]] (de má memória), para citar só dois exemplos.
## «Há, no entanto, casos em que [...] não é clara qual a ligação nacional mais forte. Por exemplo, Pedro I do Brasil/Pedro IV de Portugal, Pedro Álvares Cabral ou António Vieira/Antônio Vieira. Nestes casos, qualquer uma das variantes possíveis deve ser considerada válida.
### Onde está «possíveis», deve ler-se «(Brasil ou Portugal)». Trata-se de três cidadãos portugueses, todos nascidos em Portugal, tendo os dois primeiros também aqui falecido. D. Pedro viveu 24 dos seus meros 35 anos de vida no Brasil onde «é visto atualmente pelos brasileiros como um déspota arbitrário e absolutista que estava mais preocupado com as diversas amantes do que com o Brasil.[''carece de fontes'']», mas [[wikipedia:pt:Pedro I do Brasil#Legado|está lá escrito]]. Pedro Álvares Cabral passou no Brasil num cruzeiro que fez até à Índia. O padre António Vieira, alfacinha, mandado ir para o Brasil, assim como a restante família, para se reunir com o pai, depois de muitas viajens e peripécias, acabou por morrer por lá, numa cidade a que os portugueses chamam de Baía, em 1697, isto é, 125 anos antes da independência do Brasil.
