This is a geographic-location-centered civic Wikipedia.
Example: Say you pick your location (neighborhood, town, district, country or...planet), you'll find a list of public/civic issues by order of importance to users in the location you picked. Issues may cover from community, public office to political matters.
An issue is much like a Wikipedia entry about a matter of concern to the citizen. It can be a "dirty street" issue, "school bullying", "TV tax" or any other citizen concern. The issue is developed within the community and between communities, helping find ways of action adapted to each community.
The next dimension is to relate each issue to the public institution and personnel in charge so a critical mass of information may help monitor their behavior on a comparative scale.
My wiki Planet is an open source project in spirit and in code. It is under the Creative Commons (CC) license, the Wikipedia way.
