I think it should go on the California (Pennsylvania, Florida, Colorado) Main space articles, and that we should try to hold back on resorting to categories yet. Additionally, I agree that an ASK query on each of the Main pages related to public for-profit, private for-profit, non-profit, and people would be very useful and interesting.
