to clarify
this seems to be a channel logged by wm-bot named #wm-bot. i omit the hash symbol to prevent any technical issues due to MediaWiki's use of the symbol for deeplinking. the channel is probably about the operation of wm-bot, apparently a bot used for logging certain IRC channels related to WMF projects.
