The problem with this statement is that no admin would "dither" "in cutting through crap and issuing blocks" although most honest administrators would "dither" in using the tools against innocent content contributors, using the tools while involved, using the tools after being canvassed. On the other hand Gwen Gale ignored many Wikipedia polices and made lot's bad blocks that in some cases required lot's of volunteer time of many contributors to fix.

The user is gone. He did not even bother to write an unblock request.
