:Without getting overly technical, semantics are all about subject:relation:value. (Three elements or "search triple".) So, Berlin:is capital of:Germany OR Germany:has capital is:Berlin. I wouldn't get too hung up on it - it's sort of the standard means of identifying relations. If you're interested in reading more, you should check out [http://www.ontoworld.org Semantic MediaWiki] site. Take a browse through their relations and you'll see the pattern.
